Sagging headliners

I have A 1996 Dodge Ram EXT. cab. I am looking to use A different material than Headliner material. You said the best way to install this is to apply it over my existing headliner, But the material that is on there is not attached in some spots. Do I just try and remove those areas or take the whole thing down?
If the headliner is already coming down in some spots, then it must be removed completely or else it won't hold the new material. Get the wire grill brush and go to work, it will take it to clean this headliner board. Also the board must be cleaned.
