Sagging headliners

Can I glue the old material back up on my sagging headliner?

It is almost impossible to reglue the old material and make it look good. Headliner comes from factory with 1/4 or 1/8 inch foam on the back and when it comes down...the foam is probably gone. When the old foam deterioates, it is either like fine dust or sticky gluey stuff; either one of these two will prevent good adhesion of the new headliner material.

81 Silverado p/u. I have tried to reglue the liner; no foam remaining on factory material. It came loose when the cab first got hot. I used 3M brush-on glue. Do you have the factory type liner with the tiny holes? My backer board is brushed clean!
