I just bought a 96 Saturn, and the headliner has been torn - both cloth and padding - in several places. Do I need to replace the entire padded headliner, or can I cover the existing headliner sufficiently so the tears in the padding won't be visible?
When you say the cloth and padding has been torn; I take it that you mean the headliner cloth material and the foam, so that's the quesiton I will deal with. There would be no need to replace the headliner board unless it's destroyed, recovering the headliner should be all you need to do in this case. If the headliner material is still holding on good to the headliner board, recover over it with new headliner material. It would be better to remove it you could without tearing the board to pieces, but that would almost impossible -- cover over it and be done with it, it'll hold.
